personally I don't like any of the enemies in F4. It either breaks lore, is a disappointed looking enemy compared to F3, is a cliche type enemy, or super boring.

When looking at it from the perspective of a high level character:
Raiders are just cannon fodder and waste of ammo at higher levels.
Super mutants are annoying do to there high health at higher levels but not that challenging.
Gunners are basicly just more powerful raiders but they're nothing to rave about.
Deathclaws are disappointing; If you played fallout 3 or NV, Deathclaws in 4 are extremely underwhelming and easy to beat.
But Enemy robots are actually still challenging at high levels as they some in groups and to a lot more then Super mutants, gunners and Raiders. They also have far more variety in weapons making them more of a challenge.
But if a High level character wants a challenge they should hunt for fog crawlers if they have the far harbor DLC. They have the strongest enemy in the game; the Enraged Fog crawler. These bastards have 2200+ health, 4000 resistence to Ballistic weapons, 350 resistence to energy weapons, immune to radiation damage, and immune to poison.
Thus Fog crawlers are the best in general; and enemy robots are the best ones in the Poll
