Anyone here knows japanese or learning it? I've got a doubt that I want cleared if someone's willing to help.

"Dogs are scary" is general information, so "wa" is used.

"I am scared of dogs" is focused on you being scared of dogs, so as there is a focus here "ga" is used.

Yeah that's what I was thinking but that tutor taught "inu ga kowai desu" for both "dogs are scary" and "i am scared of dogs"

You can use ga for both, if you want.

A tutor will sometimes try to simplify it, so that it is easier to use.

If people start stressing on whether to use ga or wa instead of learning the rest of the language, it's not really good for the learning process.

The more Japanese you will speak the more you will understand.
