Among the best heavy weight strategists in the great game, we have narrowed the field down to Petyr Baelish- AKA Littlefinger, Varys and Tyrion Lannister.
So allow me to start off round one of the Ruckus in the Realm starting off with Littlefinger.

Littlefinger was at the heart of the trouble in the beginning of our favorite epic. After endearing himself to a young Lysa Tully, he was able to con his way into the position of Custom's Officer at the major port of Gulltown. Lysa had told Jon Arryn that Littlefinger was ever so clever and Littlefinger proved her right and was quite successful. Successful enough so that when Jon Arryn was named Hand of the King to King Robert Baratheon, Littlefinger was brought to court and became the Master of Coin. He also began to develop a network of spies, second only to Varys.

As the Master of Coin, he juggled the books, hid money as well as debt while planning and scheming for something more. Much more. Some even think he has brought the Realm to the brink of bankruptcy and will be using the Iron Bank to remove some obstacles in his scramble up the ladder of chaos. Littlefinger also began to line his own pockets, secretly and openly by owning brothels - always in demand and easily staffed. In some of these endeavors, Littlefinger specialized in meeting some more of the "unique" appetites. For a price of course, and that price included learning the unique proclivities and secrets of his wealthier and more powerful clients. Littlefinger's female "employees" also shared information to which they became privy. Powerful men often like to boast, even to a whore.
As Littlefinger saw Jon Arryn learning the true parentage of Cersie's children, he knew he must act. So he conned Lysa into poisoning her own husband. He knew he could wheel and deal with the Lannisters but not with Robert Baratheon if Robert were to free to wed Margery Tyrell as Renly was plotting.
So how does Littlefinger prevent this from happening? He ensures Jon Arryn is out of the picture and and then pits the Starks against the Lannisters by convincing Ned to become Hand, again using Lysa. Lysa sent the secretive letter to Cat under Littlefinger's direction and that letter accused the Lannisters of being involved in Jon's death, which they were not.
After the attempt on Bran's life, Cat travels to King's Landing to tell Ned of the attempt and determine the owner of the Valeryian Steel dagger used. Not a weapon normally found on a cat's paw so someone with funding had to be behind this. Littlefinger lied to Cat and Ned about the owner of the dagger used in the attempt to kill Bran. This led to Cat abducting Tyrion and really bringing the anger of the Lannisters to a boil. Jamie attacked Ned and Tywin sent the Mountain to destroy the Riverlands, Cat's girlhood home. Then Littlefinger led Ned to find out about the parentage of the royal children which led to Robert's death and Ned's as well. This then snowballed into the War of the Five Kings.

Littlefinger then offers his services as an envoy to represent the crown to broker a marriage alliance with the freshly widowed Margery Tyrell, at which he was successful. He wooed the Tyrells to come to the aid of the Crown with armies and funding with the promise of Margery becoming the queen. For this, he was named Lord of Harrenhal. Endowed with a rich land and a wonderful title is a great rise of power for the grandson of a Braavosi sell sword.
Littlefinger then volunteers to woo the widowed Lysa Arryn to gain the fully in tact army of the Vale as Lysa had kept them out of the War of the Five Kings. Quite conveniently removing himself from King's Landing before King Joffrey's wedding. Later we learn that he didn't sail away until after Joffrey had been poisoned and only then with Sansa in tow.
Many believe that he conspired with the Queen of Thorns to kill Joffrey but while this has not been a certainty in the books, it is a widely held belief. Littlefinger also managed to have the murder pinned on Tyrion and Sansa, with the hope that Tyrion would be put to death and Sansa would become reliant on Littlefinger or be found and punished by the Lannisters.

Let's recap Littlefinger's deeds:
Responsible for the death of Jon Arryn
Got Ned to accept the position of Hand
Pitted the Starks & Lannisters against each other.
Betrayed Ned which led to Ned's death and the War of the Five Kings.
In the War of the Five Kings, Renly Baratheon, Robb Stark and Cat Stark also lost their lives.
Winterfell was taken by Theon Greyjoy and burnt. Bran and Rickon are believed to be dead.
May have had a hand in Joffrey's death and helped to point the finger at Tyrion
Has made Sansa dependent on him to keep her hidden from Cersie

LF is a snake he needed Jon Arryn dead so he woudnt tell Robert about cercei and to have his plan to succeed he used Lysas paranoid over sweet robyb and to poison Jon to make war between the starks and lannisters he told her to keep the Vale Army in the Vale so he could later use them

I don't think so actually, as he doesn't seem to think about it afterwards, and he has so many other things to think about after his journey with Varys begins.
