Do you consider consignment stores to be the same as thrift stores? Why or why not?

Like Ross? I wouldn’t count Them to be thrift stores as they aren’t second hand but just new things being sold at a discounted price. To me thrift stores are stores that sell second hand/pre owned items.
No consignment is like a thrift store but for higher priced items and specific things. Like a lot of them have more popular items pre owned but priced higher than thrift
