I'd say, Eggman is not a big fan of hugs and affection. Previously, it was a trait that was kind of-- Forgotten. After several decades of loneliness, he created a matchless code for himself, which soon became his family.

Sage had previously lacked any sympathy from Eggman, but after she died, Eggman restored her code and decided to treat her more gently, as if she were his daughter.

Metal Sonic, on the other hand, despite his metallic shell, is as capable of showing feelings as the original he was created in the likeness of. Although he is unable to respond with words, his actions show it all!
