I just realized how Pichu evolves from friendship in The Pokémon games. And judging by the fact that Pichu is extremely good in ultimate, Pichu must be around level 70 or even 100. So that means that Pichu’s trainer doesn’t treat him very well and that makes me sad :(

Pichu doesn’t have a trianer he’s a loner that’s why and pikachu was already pikachu in the game so pikachu never evolved
The only way pichu can’t evolve is by an ever stone(an item that prevents a Pokémon from evolving no matter what)
The pichu could also be refusing to evolve since preventing evolution by choice without the stone has been seen in things like the games
There is an item Pokemon can carry which prevents them from evolving. Trust me, Pichu is in good hands...
But then again: Where is it's trainer? Why is there no one in the background like for Squirtle? Maybe it is a free Pichu. But if so, Pikachu should be free too. But Pichu only evolves if it's trainer loves it. How became Pikachu Pikachu without someone who loved him?
So is it possible, Pikachu's trainer is... dead?
I mean, according the the swsh anime pichu doesn't need a trainer to evolve
