Both work together. A theory is the explanation for a particular event in the natural word. A law only describes it. Newton was able to describe, even mathematically, what gravity was. Einstein had to figure out how it worked. I even made a short post covering the definitions of scientific vocabulary, if anyone wants to check it out. Theories and laws can't outdo one another, they reinforce each other.

Hi!

Newton didn't thought of high velocities. It's only understandable that classic mechanics only apply to a certain extent of our universe. Both are complex and useful theories.
