Her semblance allows her to adjust the temperature of her skin, hence little clothing on her arms (because she'd just burn them off)
Like Bura, her story isn't finished yet, so I won't go into the details.

I hope that bandana thing around her arm doesn't catch flame.
I imagine her tying it elsewhere if she plans to use her semblance on her upper arms. But honestly I've dabbled in more outfit changes since I made this nearly a month ago.
