Felt, because she wants revenge on the world that treated her so badly.

Felt because I believe in Reinhard`s judgement.
Emilia is feared;
Crush is against the dragon(?), so people might not be happy w/ her;
Anastasia is first of all a merchant, we would have to see if that would help in the slums;
Priscilla views everything as a game, probably won't think about the people;
Felt wants a revolution;
In addition, Emilia, Crush and Anastasia killed the White Whale, making them liked by many people.
Most likely Crush would be the best choice I think, except if Emilia can show everyone that she isn't one to fear...
I really like Emilia, but I feel like she's too naive and kind to be a good ruler. She would also have a really hard time getting the of the people since she looks so much like the jealous witch. Also, she's a communist. Crusch is already well respected and a natural leader.
