Apples and oranges; all depends on your play style and preferences. Personally I'd choose Hibana over Frost because of her ability to be destructive; plus I like her weapons better.
I love hibana's little smg and her supernova. Frost on the other hand. Her assault rifle is pretty sweet.

If you have Kapkan you could get Hibana as Frost also lays traps. Plus Hibana is new.
