Why is she moving her “nest” around

So shiro have been pulling more fur out and moving the “nest” and digging under it. She didn’t do it the first litter. Maybe a fake pregnancy? Stress? I allowed her to roam for a couple of hours but she keeps trying to put thinks in her nest. She grabbed the extra blanket and tried with my shirt. How can I help her? What’s happening?
