Something people fail to understand is that although Spider-Man has powers and most of Batman's rogues don't, they're psychological foes and Spider-Man doesn't have the mental strength to handle most like Batman does. That's kinda the whole point of the dynamic between Batman and his villains.
That being said, I think he can manage against some of them. You'd have to go on a case-by-case basis.
