Time taken doing this: about 8 hours
Digital art app used: MediBang (it's for free and I did it on the laptop, I'm sure you can get it on iPad too!). I did not use a stylus either, just my finger. It's not the tools you buy, but how you utilize what you already have.

1st Layer: sketch
- pen 3 size 60% opacity
- starting out with lighter colours is much easier, but I started out dark for this one
- sketchy lineart does not matter that much, you're going to delete this layer at the end anyway— use use it as your base at very low opacity

2nd Layer: convert to 8-bit
- Layer>Convert>8-bit for gray or black scale
- watercolor 70 opacity
- black and white for everything
- ETC: eyes, teeth, clothes

3rd layer: overlay layer
- overlay for a vibrant effect
- airbrush big size, high opacity
- background pops out

4th layer: add layer
- makes darker colors lighter
- airbrush for skin
- lower opacity
- use eyedropper so that skin matches, to capture colours on your screen again

5th layer: overlay layer
- enhance skin brightness
- airbrush for highlights
- also use for shadows

6th layer: skin, outline of eyes, ears
- use eyedropper to capture nearby colors
- oil pastel 50% for skin, then blur it 70%
- add highlights on forehead, nose tip, cheeks, chest (airbrush)
- outline eyes with black watercolor paintbrush
- choose colour slightly similar to the background to create lighting effect in the eye using watercolor brush
- highlight side of nose and inner parts of the eyes
- eyebrows: pen fade in fade out 4.7 size 58%
- smudge tool smooths out harsh edges
- use watercolor for ears

7th layer: overlay layer
- just keep adding highlights
- watercolor and blur
- airbrush for sides of eyes and blush
- you can add to this layer near the end too

8th layer: hair details
- pen fade in fade out for strands
- watercolor for the base and highlights (blur)
- oil pastel (also use blur tool and smudge)
- keep adding and smudging

9th layer: dodge layer (ultra vibrancy!)
- airbrush 100%
- my personal favorite layer

Get rid of layer 1

Add extra details on new layers
- lighting, highlights, vibrant effects, etc
- bottom airbrush for lightning
- white streaks/lightning/mark on face)

Signature
- go to tools then text
- choose a font and size (you can always adjust it afterwards)
- or just use a pen brush to sign your name

I hope this helps you! Also, drawing Midoriya is so fun, I usually just sketch him in 2-D on paper so making him digital is a new experience! I have still a long way to improve— PLUS ULTRA!
