Only Team Amino can do that. You need to be approved by TA and send them the frame for the event or occasion you want to use it for. If you get accepted, they'll your chosen frame. That only works for communities with a specific size and activity level though. :)

Yes, I figured as such. I wish they would allow anyone to create it, or even open their own store. But what people actually put on the frames and bubbles would be concerning and curating every bubble or frame for appropriateness would be too tedious.
