Despite living by the abstract the world of Jujutsu follows a set of rules, there is rhyme and reason most of the time when dealing with the matters of Cursed Spirits and cursed techniques.
Hiroshima is the exception.
In this pocket of land in the vast world the radioactive sea and cursed-energy-tangled-mess that is Hiroshima those who merely survive are deemed stronger than the average sorcerer on the outside, they are named 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮. Within the confines of the barrier that holds an almost century old nuclear disaster the humans that live don’t exactly follow a ranking system, their egos aren’t stroked by promotions or political titles, those who survive are strong- those who don’t are dead.
The 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 aren’t merely human scavengers in a land controlled by the unpredictable, they are all an anomaly- a foul marriage between cursed energy and the harrowing radioactive mess that came with the atom bomb. All of them are either mutilated, scarred or severely affected by the aftermath of the explosion and the consequences of mixing two energies that can’t coexist together which in turn makes those who survive mutates.
But just because they lack grades doesn’t mean their strength can’t be gauged. In this land of constant disaster “𝗧𝗵𝗿𝗲𝗮𝘁 𝗟𝗲𝘃𝗲𝗹𝘀” are used to determine one’s potential power and danger.
𝗧𝗵𝗿𝗲𝗮𝘁 𝗟𝗲𝘃𝗲𝗹 𝗕𝗲𝘁𝗮 (β)
These 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 are the more common folk, stunted by sickness and mutation. Their main roles lie with standard, menial tasks - their potential strength is goes beyond a First Grade sorcerer but most of them never receive training to stand on their own.
𝗧𝗵𝗿𝗲𝗮𝘁 𝗟𝗲𝘃𝗲𝗹 𝗚𝗮𝗺𝗺𝗮 (γ)
The warriors, a great leap beyond Threat Level Beta. Gamma Survivors form the scouts and defensive bulk of Hiroshima’s people, their training isn’t rudimentary but their brutal conditioning and resistance to the radioactive wastes makes them tougher than the rest.
This threat level ranges with a lot of variables, the weakest Gamma 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 can give strong First Grade sorcerers trouble while the strongest Gamma could stand toe to toe with Supreme First Grades comfortably.
𝗧𝗵𝗿𝗲𝗮𝘁 𝗟𝗲𝘃𝗲𝗹 𝗔𝗹𝗽𝗵𝗮 (α)
Reserved for leaders and the top echelon of warriors. Not only are they far superior in physical abilities but they also hold great advantage in their jujutsu, be it because of their mutations or their unique skills. Threat Level Alpha’s measure past Supreme First Grades and they can give Special Grade Sorcerers a run for their money.
𝗧𝗵𝗿𝗲𝗮𝘁 𝗟𝗲𝘃𝗲𝗹 𝗢𝗺𝗲𝗴𝗮 (Ω)
This Threat Level is only held by cursed spirits near the epicenter of Hiroshima and a singular human. This is the only level that can’t gauge potential strength because it is impossible to do so realistically. If anything holds this threat level the only option is to avoid it.

The 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 people live for survival. While they are a community each of them has to fend for themselves and can’t always rely on each other to ensure their continued existence. But even if strength equals survival, those who have more will always have a means to stay on top- even at the end of the world.

Leadership isn’t a prized position for the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮, taking the most difficult choices is already hard on its own but when you add the incredible pressure of living on the edge of extinction every decision could be the last.
Masao came into this position as a form of punishment, he was the right hand man of the former leader who -at a time of great trouble- made a risky maneuver to gain more ground within Hiroshima. The gambit ended with a great number of 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 dead and it granted the former leader a swift death by execution, as penance for not stopping his master Masao was tasked with taking on the burden of leadership, knowing that any wrong move could have his head on a pike. Despite this the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 haven’t had a reason to revolt against Morishita… yet.
While living under the microscope of his people, Masao is a strict leader, specially on the youth. He sees the next generation as unprepared and soft, despite living in an apocalyptic land they don’t pressure themselves to be greater than those before them. Masao is also wary of the Inumaki priestess, her faith is as noble as it is polarizing.

The only real sorcerer that is a true 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮. Rei was in Hiroshima 6th of August, 1945. She tried to protect herself and the junior classmate on her care while the blast of the explosion destroyed everything in its path. She was there when the barrier was erected, she saw everyone around her perish slowly and in insurmountable pain. And she couldn’t say a peep.
”The Silence”, it was a nickname at first. After the shock of the bomb Rei couldn’t- she wouldn’t- speak or make a simple noise or wince of pain. After a strenuous period of change the Inumaki felt that her body had mutated, she felt the power in her throat thrum like never before- the Snake and Fang seal spread down from her tongue and mouth and now covered her neck and chest… if she ever spoke again everything would shatter.
As time has ed the Inumaki has started her own gatherings, she is influential with the downtrodden and gains their trust through her teachings. Modeled after Buddhism, Rei tries to get people to be introspective and think beyond the hell they live in. Some buy it and others doubt her selflessness.
The Inumaki communicates through sign language and writing, though she has a secret method of communication with her acolytes.

A young bright spot in the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 community. Saori is a constant help in matters of scouting and within the encampment, despite her strength and skill she possesses a kindness and generosity that is often the rarest of rarities in the wastes of Hiroshima. Although lately Okuda has been sorely missed across the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 camp and when she is around she doesn’t carry that trademark joyfulness.
Saori is the daughter of Rei Inumaki’s sorcerer apprentice, which means she has the gift of jujutsu in her veins and she has a special connection to the Inumaki woman.

The “face” of the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮’𝘀 new blood. Bunzo has just recently taken over his father’s business as of supply distribution, meaning that everything that gets into the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮’𝘀 camp must first go through him before it can be shared. It is a cutthroat business with plenty of benefits for the one in charge and as of right now Bunzo isn’t being quite cooperative with the old guard, creating dissension between the two age groups.
While it is unclear if Sakai does this out of spite or if he has grander plans afoot what is known is his association with Saori Okuda.

An oddity amongst oddities. Often referred to as a Daredevil by his peers at the scouting parties, Isamu is the only 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 to patrol past the encampment alone- even stranger he hasn’t awakened a cursed technique yet and if he has no one has ever seen him use it. And even though Takeshita pushes to be a lone wolf the truth is that most of the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮 find him insufferable, a contrarian and an unlikable personality… and the fact that he is monstrously strong.
Isamu is a wildcard amongst the 𝗛𝗶𝗯𝗮𝗸𝘂𝘀𝗵𝗮, an incredible force to be reckoned with but one that could be unreliable and more often than not unpredictable. He sits between the New Blood and the Old Guard’s conflict, enjoying the show and waiting out how the scales will tip and if he will be the one to shift the balance.
