airbrush brush and used the lighter blue
as background, drawing it like above ^

shenhe png. used the stroke (outer) FX,
i alpha locked the stroke outer layer and
used the same color as the background.
only coloring the bottom part.

shenhe png. ( font name : shockwave )

⠀⠀╰⠀݀─⠀i turned off the layer of the text and added
a new layer above it. i used stroke ( both )
making an outlined text.
⠀⠀╰⠀݀─⠀i duplicated the layer and re-ordered it
above big shenhe png and blurred it around
10~11 radius. i also changed the blending
mode to 'Overlay'. this is to have a blurred
look that's more appealing to the eyes. imo.

⠀⠀⠀⠀⠀⠀⠀ ──⠀݀⠀★⠀⠀FOUR⠀ּ⠀───ׂ⠀╯
⠀⠀╰⠀݀─⠀then, i used my favorite brush ever, which
is the 'light diamond brush' that is free from
ibispaint default brushes.
⠀⠀╰⠀݀─⠀then, i added an overlay ( u could see it at
the top ). its not a transparent overlay, at 1st
so what i did is inverted its color and then
on the same row as the 'invert layer color'
you could see three dots. click it and you
would be able to see "clear white". then,
bg removed!! i alpha locked it then colored
it with the dark blue.

under the overlay to fill in the blanks.
⠀⠀╰⠀݀─⠀then, i used the straight ruler and mirror
ruler to add this small border(?) on the
sides with the felt tip pen.

screen tone. ( u can see this beside the
blending mode. ) i then rasterized the
layer and changed the blending mode to
overlay. so it would blend in. then ure done!
