I have the same issue but I would go with either who you like more or which you need more for your team.
I'm having a issue myself because I want Ganyu, Xiao, Keqing, and Hu Tao so I'm having a crisis deciding.
Mood- I don't even know if hu tao is real anymore and I want keqing so I can do a qixing squad for ningguang and ganyu :sob:
Tbh I think I'm geting Keqing because she's the one I wanted since day 1 omo but yeah I'm limited cuz I'm a budget player qwq
I say go for Hu Tao. Keqing is a permanent character so you can get her in the permanent banner too after Hu Tao.
You might get Keqing while rolling for Hu Tao xD
I'd consider what element and what weapons you prefer to use! Keqing is sword, hua tao is polearm, which I've found a polearm is harder for me to obtain, and I don't use any characters with a polearm yet.
I've found leveling up pyro is a little easier than electro, but both are worth it if you enjoy any element really.
My situation is i have a 5 star polearm which is the skyward spine and I bought the battle and got the sword so I still can't decide

Ah I see! Well personally, I'd go for hu tao because keqing is on a permanent banner anyways, so she is likely to return more often than hu tao, much like venti and potentially albedo, their banners are likely to not return as often as others.
