The shadow council is mistral underground organization or rather an Alliance recently assembled to centralize a lot of the mistral underbelly’s power. The council is made out of a gang leaders, powerful fences and smugglers but also high ranking police. The organization controls roughly a third of the underbelly thought general control, blackmail, threats, bribery and borrowed favors.

The leader of the organization is technically decided through a vote once every two months but in reality it’s basically the one with the most dirt on the other compared to what dirt they have on them. The current Leader Is Alicia Odahviing as she is the only one with an informational network and wealth large enough to keep that position.

The shadow council has no real goal other then to serve as an safety Alliance and a means to increase their own power but if a member has a plan that has need of the council and benfiys more then one member of the council a vote is to be held and if it’s voted yes an the current leader agrees then the member who made the plan is temporarily offered all of the shallow councils assets. However for the leader suggests a plan then unless all other are against it it will be carried out so long that it still benefits more then one member.
