Appearance: Harlow is a tall dark skin Human man with short messy black hair and thin beard. He is extremely muscular has green eyes and and scar over his mouth. As for clothing he while outside his home he almost always dressed in a black suit, white tie and a gray coat on top, since he refuses to wear any sort police uniform on of finding ugly as hell he has the emblem of the mistral police printed onto his coat and his badge in a chain around his neck. He has a belt with everything he think he needs as a police such as two revolvers, a baton and three set of manacles.
Personality: Harlow Is a shallow person who is convinced everything he does and believe is justified. He has not problem working with people he hates or the underbelly so long that he get payed while convincing himself if he didn’t do it someone else would so he might as well. Further more he is deeply racist against faunus and will take any opportunity to quote on quote prove that faunus are more criminal then humans despite the irony of him being human and criminal himself. After getting caught once and picked up by Alicia he has gotten a lot more carful, paranoid and generally strategic

Background
Harlow Ugn was born in the City of Mistral and grew up during a wave of immigration. He had always loved huntsmen and police but it was during one special night he decided what his calling was. It was a dark and story night just as another wave of refugees had hit the city from some far away villages being destroyed by Grimm, frankly he didn’t care as he was only 7 years old but on his way to the cinema he and his parents where robed by a faunus boy. Even if they money they lost where inconsequential for his family and even if the dog boy needed it better as anyone other then Harlow would have seen the boy on the brink of collapse, This event is was made him decided that Faunus where more criminal then humans and so he decided to become a police and stop them.
Harlow worked extremely hard for the rest of his life until he finally was able to the police force feeding his subjective view by only listening to the negative side of faunus issues. As a police officer he was at first pretty good and fair but had a tendency to be slightly unfair towards Faunus but that changed when his partner took a bribe. Instead of reporting him Harlow confronted the man and demanded that he turn himself in but instead his partner explained that what he did was nothing bad that everyone did i it and it was the police way of getting tax money from criminals. This broke Harlow and he began falling down the rabbit hole of corruption as he sank deep and deep he also rose higher and higher within the police force as he was despite his awful personality good at his work getting the rank of police Captain.
However a little more then year before the beacon attacks months he was charged with accusations of police brutality and encouraging police brutality towards the Faunus population. While very few of the accusations could be proved he was suspended but somehow managed to keep his rank. During his suspension he claims he took part Alicia Odhaaving’s program that would turn criminals into productive of society. To be fair it wasn’t a complete lie as Alicia had refuted him to the shadow council with a combination of threats and promises and while getting integrated into the council he got to see the criminal that served as maids out of fear and hope of getting their different debts to the odhaaving family resolved. Now he has returned to his post a “changed” man and has been getting decent amount of political from two candidates in the council wanting him for new chef of police in an attempt to clean up mistrals underbelly as he has experience of Alicia’s proposal project.
