My guess is that the creators were too lazy to give everyone a last name and it wasn't even necessary for the plot so-
They gave Toph and Asami a last name just to highlight the importance of their families. For Zuko and Azula it wasn't needed, because everybody knew how important the royal family is + they could be addressed as 'Fire Prince/Princess' or 'Fire Lord's son/daughter'
I heard from a historian buddy of mine that inuit didnt have surnames back then? Might be wrong because my brain is fuzzy
Considering Chinese surnames were way too common I think that played a factor too (like seriously theres over 10 million people who have the same surname as me)
Maybe last names are for the rich :skull:

How common have last names even been in our history? If we look at for example the water tribes, they've mainly interacted with each other and could've very well used something similar as what is still done in Iceland I think - your surname is [one parent's name]+[son/daughter] and that's it.
Surnames are after all needed mainly in larger communities. Royal lines like the royal fire family can just use the nation's name as a surname, then some of the upper class may have surnames but it's often just in later progress that surnames become more common^^
