If bloodbending counts: Amon wins
If it’s just waterbending feats then Katara wins.

This is about waterbending in general. But I think that sub-bending counts too.
I think it's Noatak because he uses Psychic Blood Bending, without full moons as well. If he can manipulate blood with just his mind, imagine what he can do to just water. And he figured out a way to take people's bending away, which no other water bender has figured out. Even katara wasn't able to restore what he had done to Korra and the others.
I would say Amino but it did say "Powerful Waterbender" and we barely saw him waterbend, sadly. Also, Katara is more of a Master Waterbender while Amon was more of a Master Bloodbender.

I think that Amon is a skilled Waterbender, it's just that we haven't seen him do it much besides Tarrlok's flashbacks and when Korra knocked him out of a building.
