This "how to" is for people using media bang. If you using other programs with these types of tools it might work I think
Step 1: Use the water color brush(This brush setting is recommended) and add black first
Step2:Add a dark blue over the black
3:(Your choice) add an lighter color
Keep on adding your choice of colors
Add darker colors over the lighter colors
On the sides add even darker colors(Not too dark)
Use blur
Use the Sumi brush and sparkling brush to add decor and go to blending and press overlay
It's your options to add more Decor and overlay (Or. Experiment with the different blending so!)
Your done! You can use different colors and tools to get different results
