Why don't you want people to make their own cryos?
It's an shop item, and a cheap one, only 25 Feathers. Kill a copple of Rockdrakes or Basilisks and you can buy one.

It's my way of disabling crafting of certain items without disabling the engram. They only cost 25 Feathers. Killing a Rockdrake gives 6 Feathers, Basilisk 5, and so on. So it's cheap.
