Either Annie Leonhart or Eto Yoshimura. Annie seems like a very complex character. She has a mission to carry out but all she wants is to return to her father and be a normal girl. Having said that, the line between villain and hero is pretty foggy in Attack on Titan. So I'm not sure if she could be considered a villain?
